USB connection problem

I have the ELEKTOR application board for R8C 13.
Serial port works ok. USB denies connecting giving me
the message: {Unable to open USBMon\MCUs.txt}.
Then FDT stops.
K 3 is set for USB connection.
From Device/Configure flash project also is set to USB
port. What's wrong at last?
Help me please.

lots of problems are known to come from USB/RS232 converters in particular when used on laptops.

Just a thought.
