Hi,
I built the project, no problems. I checked all the voltages on the IC sockets before inserting them and all was fine. However when I powered it all up, all I get on the LCD is a blinking cursor.
I'm not sure where to go from here. I was wondering whether the Atmega was programmed or not, but I have no way of knowing. Is there any easy way of telling whether it's programmed or not? Or what else I sould look for?

Not clear from your posting if you are using the Elektor kit for the project. If so, please contact Elektor Customer Services for a checkup of the programmed microcontrollers in the kit.
