LEDs for poker table

Not sure if this is the right part of the forum so my apologies if it's not. A little background so people can get an idea of what I'm talking about. Last night we had a poker game, which was constantly being slowed down by people not paying attention. I got the idea to build a poker table (I've built one before) with led lights around the cup holders and toggle switches in front of each player. I'd really like to have it set up so when seat 1 completes their action and hits their toggle switch seat 2's leds come one and when seat 2 hits their toggle switch their leds go off and seat 3's come on. Also if there's anyway to set it up so certain seat's leds could be turned off and the leds would just jump to the next set. For example, if the game isn't full, and people are sitting in seat 1 and 3 when seat 1 hits their switch seat 3's leds come on. Any help would be greatly appreciated.

There is a few ways you could achieve this I guess. If course if you can program then a PIC or AVR or similar could easily achieve this.

Alternatively I think you could do it with a ring of flip flops or something like that.
